The StEER Unified Assessment App in Fulcrum includes a Global Damage Rating founded on the European Macroseismic Scale (EMS) (common in earthquake engineering) to establish a consistent basis for performance assessment across hazards and structure classes. This required mapping the damage ratings used in different hazard communities to the rating scales. While a StEER Working Group, as well as a USGS-coordinated effort to create an International Macroseismic Scale (IMS), will be refining this unified global damage rating scale and guidance surrounding its application to different structure types, the following pages provide high-level guidance on how to interpret this scale relative to other hazard-specific scales in the literature.
