Based on the information currently available and the satisfaction of the vast majority of StEER’s escalation criteria, this event warrants escalation to deploy Field Assessment Structural Teams (FASTs). Such FASTs would normally include Level 3 and 4 StEER members and designated Level 2 member/s as a Trainee for this event. However, the complexities of the US relationship with Venezuela have complicated the deployment of federally-sponsored teams and assets for this event. Although StEER has moved into inactive status due to the approaching conclusion of its current NSF award, its leadership will continue to explore possibilities for fieldwork, including the potential launch of an imaging campaign by local Google streetview imaging contractors (Level 2). StEER will remain committed to supporting regional teams like CEER and Venezuelan engineers and researchers interested in conducting systematic performance assessments (Level 3), while continuing to coordinate with other organizations like GEER, EERI, and EEFIT who may be planning deployments to the affected areas. For these ongoing efforts, and any NSF-funded RAPID grants, StEER will encourage consideration of the following recommendations for further study:
Source-traceable, georeferenced documentation of representative building damage,
Apparent directionality effects in observed building performance,
Implications of the earthquake sequence (doublet) itself,
Performance of historical structures through a stock-level survey and corresponding documentation, and
Effect of unreinforced masonry infill and potential retrofit strategies.
